ccsd seems to leak svn db.lock's

Description

After adding a number of new hosts ccsd ran out of FD's.

lsof showed very large numbers of /var/lib/svn/ccs-configs/locks/db.lock open.

Killing ccsd and adding one host created another 250 db.lock file handles immediately.
