Madwifi distance control is broken

Description

Distance control can only be set once per card, not per VAP. As such when calculating distance for a VAP we need to use the maximum distance for all VAPs on this card.

Secondly, public (hostap / pppoe) links should all have a static distance applied to them (as we don't know the GPS co-ordinates of all CPE's). If there is an ap-repeater VAP on this card it should *not* reduce the static distance even if we know all of the GPS co-ordinates of all machines on the ap-repeater VAP.
