Change default selected sites in CFengine management

Description

Not sure what the logic is for what sites are selected by default in the CFengine managment (push out configs) page, but it doesn't seem to be obvious.

I believe the best default selection is all sites who's Active Revision != Operating Revision or to select no sites at all.
